You are correct. It isn't ALWAYS a sign of old age. And it can be caused by many conditions.
But frequency is an indicator that requires, at any age, further investigation, and i is often a sign that accompanies aging process as organs and sphincters weaken. There may be more urgency and frequency. There may be more bladder infections, especially in females. The prostate becomes tighter and men may have a difficult time passing urine at all; retention can happens as well as too much; there may be too little.
