Need to report a "friend" who took advantage of a 94 year old, with dementia to obtain the will and trust worth approx. 7 million. Before she passed, she was put through it all.

I have to ask this..
Were you aware of the financial abuse and the neglect and verbal abuse BEFORE the person died?
If so you are complicit in the abuse.
If you were unaware of the abuse do you have proof of it?
If so you should consult an attorney
there is probably not much that will be one since the person is dead.
But if there is family they may get some closure...unless it was family that were abusing the person.

So, the victim is passed away?

Why do you care? Only someone who has something to directly gain from challenging this should be the one leading the charge on this. Is it you?

Do you have hard evidence to show an attorney?

Can you even sue on someone else's behalf who is deceased?

Are you willing to still pay an attorney if you lose or it's a waste of time?

Are you a relative of the deceased woman, or does she have a family? Are the will and trust still in the probate and distribution process, or are the money and assets gone?

You need to talk to a lawyer, but it also depends on the outcome you are seeking. Please provide more details.
