This is a very, very bad idea. Passion is not all that is needed to start a business. You need the experience in running a business as well as a lot of money to get started. As others have said, volunteer with someone else that has already got something like this started and help there.

You'll need to start by studying the laws and regulations in your state regarding such homes. Then you'll need to study the zoning laws and regulations in your local county or city. Then you'll need to study the financial and tax requirements at the federal (IRS), state, and local level. You'll also need to know food service laws and regulations. You'll need insurance also, for the building, the business, and your employees.

Why don't you start by getting a job at a non-profit, faith-based care facility, so that you can get an idea of all that is involved.

Just be cause you have a "good idea" doesn't mean it will succeed. It doesn't matter that it's a faith-based effort or that your experience is basically only you took care of your sister. If you start a business you will not be doing the hands-on work, you will be dealing with running the business -- especially if you have employees. Caregiving is a business frought with compliance and liability headaches. If you think Christians will play nice "just because" then you need to wake up. I'm saying this as both a business owner and a Christian church elder. We've had Christian clients and it's been a mixed bag of good and bad experiences. People are still imperfect.

Don't go into any business venture without your eyes completely open, having done scads of research. I also recommend you first get a job in facility, in the business office. Don't go into business without being able to handle the financial risk: you will need a lot of money to do so, plus a line of credit which will require your home as collateral.

Maybe being a hospice volunteer would be a better use of your gifts? If you belong to a church maybe start a ministry where you can help families of elders through those hard experiences.

Starting a health care business requires you to have some education in the health field and requires endless compliance with laws, rules, and regulations. It is very difficult.
If you have a gift for helping people, I would recommend volunteering. Catholic or Lutheran social services are some faith based organizations who use caregivers or visitors. Also, many hospice services are religious based and would be glad to have you.

We don’t give advice on how to start up a business, whatever the motivation is.

You've signed up to an international caregiver forum of caregivers to elderly loved ones here at Agingcare. Folks ask questions and we try to answer them based on our experience. To the best of my knowledge, none of us have ever taken on such an endeavor as you're wanting to try. There's a lot of hoops to jump through and state regulations to follow. Perhaps call the Dept of Health in your state as a starting point.

Good luck to you.
