Its been years but my Moms had that ability. Mom's used an operator. I was to get a phone call before an ambulance was called. I lived around the block so I could getvto her house pretty fast.

1. FreedomAlert (Best for home use, no monthly fee)

This is one of the few devices specifically designed to call family before 911.
Pros:

✅ Program up to 4 phone numbers (daughter, son, neighbor, etc.)
✅ Press button → calls your daughter first
✅ If no one answers, it can then call 911 (optional setting)
✅ Two-way voice communication through the pendant
✅ No monthly monitoring fee

Cons:

Requires a landline telephone
Works only in and around the home (not when away) 

2. SafeGuardian CareCaller (Best cellular option)
This is a wearable pendant that uses the cellular network.
When the button is pressed:

Sends a text to your daughter.
Calls her.
If she doesn't answer, it calls the next family member. You can include 911 as the last contact if you want. 

Pros

Works anywhere there's cell service.
GPS location.
Optional fall detection.
Doesn't require a landline.

3. RescueTouch
Very similar to SafeGuardian.

Sends a "Help Me" text to family.
Calls family members in sequence.
Lets your daughter talk directly through the pendant.

So, your daughter is trying to be alerted on her phone if you fall or have a medical emergency and you’re not cooperating with the plan? Or you want such a device and can’t find what you’re looking for?
