Cia7464, welcome to the forum. First thing, have your Mother checked for an urinary tract infection (UTI). An UTI in an elder can cause the person to become abusive. Also, an UTI can mimic dementia.

Yes! True.
As well as living in constant unrelenting pain, even with pain meds,
a person may not be acting like themselves.

On one hand, we can understand the patient's behaviors.

And on the other hand, we are not to tolerate abuse or aberrant behaviors.

Need more info. Does she have dementia? Her age? Livingbin her own home or yours?

Ask her neurologist for medication(s) to curb her anger.

Is this her inherent personality, or did it start with dementia? Is the caregiver a family member, or hired?

If it's you being abused, tell mother to stop immediately or off she goes into managed care.

If it's a paid caregiver, let THEM handle the abusive behavior.

Perhaps more information would be more helpful here, but since you listed your post under "Family Caregiver" I'm guessing it's a family member that she's abusing.
Does your mother have dementia, as this is very common with those who have a broken brain, and if not has she always been abusive?
The bottom line however is that NO ONE deserves to be abused in any way dementia or not, so it may be time to look into having your mother placed in the appropriate facility, as they are better equipped to deal with difficult patients.
