My wife age 66 with advanced alzheimers dementia wanders. I live in manhattan NYC where it is dangerous. She wears a dog tag with emergency info and an alzheimers omnipoint GPS locating device. The device cell phone app does not work well with new android cell phones. The local NYPD is a waste of time. Is it Ok to tye her up to me with a bungee cord as extra safety?

Moms with small kids can use a harness. I think it would be okay to use something to keep you two together. Could it be something that looks medical, like a gait belt, so it doesn't look like you are kidnapping her?

Call your cellphone provider and ask for a better app.

Wait, you want to tie her up?? I think I understand what you are saying. Example, if you walk to the local deli for a giant corned beef sandwich ....then you'd like her attached to you? I get it, Manhattan is a tad busy and you can lose your partner is a nano second. I'm thinking it would be a bit dangerous for the other passerbyer's if they got caught in the bungee cord?

What floor do you live one? Baby locks for the doors did the trick for my mom...do you have a doorman? Have you told the other tenants of your wife's ailment's?
I'm not so sure about a bungee cord. That may not be a good thing

stapplem - GTX and Aetrex Navistar make a GPS tracking shoe. You might try that. I got that to work. Problem is the shoes are a slight bit bulkier, and that was a problem for my mother with Alzheimers. GTX is supposed to be making an insertable device for the sole of an existing shoe.
