PLEASE contact the Hospice Nurse and ask this question.
If you can not get hold of them (and you should be able to get in touch with someone 24/7) at least make a call to your pharmacy and ask. Explain that you are calling about a question for a Hospice patient and you can not get hold of Hospice and need an answer.
"WE" are not equipped to answer a question about medication administration or doses or combining meds.

Is this person not on Morphine? This is an opioid and so is Norco.

A Hospice nurse should be coming out at least once a week but should be available by phone 24/7. Any questions you have you ask her. She answers to a doctor. He is the one who can order new meds or increase them.

Have you not been trained to know how to administer medications?

It can be but only under the direction of the hospice nurse or prescribing clinician.
The reason for caution is that both medications:
- slow the nervous system,
- can increase sleepiness,
- and together can suppress breathing, especially in elderly or frail patients.
