She is an alcoholic and has severe COPD. Her husband has dementia and is much older. He is driving to still get her, her alcohol. She cannot bathe herself or walk to the ensuit. Her hair has become into 1 big dreadlock. It's very disturbing and we have been trying for a few years to help. She lives in the bed and can't move. They need someone to intervan for their wellbeing and safety. I rang her doctor to do a welfare check. She still has no carer. I will try the public health nurse now. Who can do a welfare check and help her with her needs. As she is in denial.

Find Care & Housing
I would call the local ADRC and let them know you're concerned for her well being. Make sure to let them know her full condition.

I'm guessing you don't live here in the US as we call the police to do a wellness check on someone and not a doctor.
Here in the US we would call Adult Protective Services(APS) to report 2 vulnerable adults living by themselves and they would come out and do an assessment and if needed take over their care.
If you have any services like that where you live, please call them to try and get these folks some help.

Please report the both of them to whatever social services agency is appropriate in their area for the elderly in crisis. Relate what you have here, including a man with dementia driving. They need more help than you can handle on your own

These two people need 24/7 care placement. An aide is not going to help with this. What ever you have for Adult Protection Services should be called.
