How old is your Mother?

I would take her to Urgent Care to be checked for a UTI, which is treatable with antibiotics and will clear up the cognitive signs you are seeing. If she doesn't have a UTI then I'd make a an appointment with her primary care doctor to check for other medical conditions and take a cognitive test. The primary would need a reason to prescribe medication for her mood if she does have dementia. You may need to create a "therapeutic fib" to get her in to be checked, something like "Medicare requires everyone to have a free annual physical" or whatever you think will get her to comply. Make sure to stay in the room during the entire appointment. Go to the appointment with a pre-written note that you discretely hand to the check-in desk or nurse explaining who you are and the symptoms you are concerned about.

You posted your question under the Alzheimer's & Dementia heading so I'm guessing that your mother has some form of dementia, so yes she will only continue to get worse and deteriorate. It's all part of the disease.
And depending on what kind of dementia she has her deterioration can either progress rather quickly(vascular and Lewy Body) or progress more slowly(Alzheimer's).
Educating yourself more about dementia will help you better understand this horrific disease. I always recommend the book "The 36 Hour Day" to start with.

With my mom it was a bad UTI that took three rounds of meds to clear.
